Non-IT Sourcing, Procurement and Vendor Management:

To lead the end-to-end strategic non-IT sourcing, procurement, vendor management to maximize value for money across bank-wide spending by way of:

  • Implementing effective sourcing and procurement strategies, policies, processes and systems required including Tenders, RFQs and RFPs.
  • Negotiating and obtaining lowest total cost of acquisition through continuous improvement, adoption of sourcing and procurement best practices and leveraging on supplier relationships.
  • Driving continuous improvement on cost optimization to meet or exceed cost income ratio and other financial matrices set by the Bank.
  • Developing excellent and effective collaborative relationships with key stakeholders and external vendors to ensure the strategic and operational needs of the Bank are fully supported.
  • Establishing short-term and long-range planning and budget development of the Bank to support strategic business goals.
  • Evaluating vendors core competencies and competitive positioning; analyze industry trends and evolving market developments to proactively identify supply base issues to minimize risk, protect continuity of supply, and utilize emerging opportunities.
  • Managing spend analytics and supplier performance management.
  • Leading the supplier risk management from the aspects of sustainability and due diligence.
  • Advocating for a zero-tolerance position on corruption and bribery inter and intra team, aligned to the Bank’s/Group’s sourcing and procurement best practices while meeting compliance matrices set.
  • Keeping abreast of more efficient, innovative and cost-effective ways to improve current cost control and work processes and to drive sourcing and procurement best practices.

People Management:

1. To lead and coach team members to:

  • Provide and device effective sourcing strategies;
  • Negotiate with external vendors to secure advantageous terms for the Bank;
  • Ensure the goals and service targets given by management are carried out efficiently in a timely manner;
  • Demonstrate positive and a service-oriented culture;
  • Analyze spend reports and to look for avenues for cost saving opportunities;
  • Ensure appropriate training (internal/external) to increase knowledge, productivity, work quality and performance level;
  • Drive a culture of long-term cost optimization;
  • Advocate good governance aligned to the Bank’s compliance standards.

2. Overseeing staffing/recruiting/training/coaching of direct reports including performance reviews.

3. Continuously improving team productivity and efficiency of relevant processes.

Jobholder Requirements:

Education/Qualification:

  • Bachelor’s Degree, Professional Degree, Master Degree in Financing / Accounting/Banking, Economics, Business Studies/Administration/Management, or relevant equivalent supply-chain qualification.

Experience:

  • At least 5 years of working experience in a managerial capacity handling sourcing/procurement.
  • Skilled in proposing and executing strategic cost saving initiatives.
  • Comfortable presenting/communicating to senior management with great command in language.
  • Experienced in carrying out vendor, product and total ownership cost analyses.

Special Skills:

  • An individual who highly values integrity.
  • Commendable negotiator not limited to pricing.
  • Command strong communication (both verbal and written) and organizational skill.
  • Independent with ability to multi-task while delivering results in a hyper-paced environment.
  • Strong stakeholder management with leadership capabilities.
  • Analytical mindset and meticulous.
  • Decisive with good commercial acumen.
  • Advanced skills in MS Excel, Ms Words, PowerPoint.
  • Familiar using e-procurement systems and spend analytics tool as part of duties deliverance.
